The mission of the JSSP-R component is to work towards building provincial capacity to investigate and prosecute serious criminal cases.  The JSSP-R staff focuses on one major program component:  promoting effective, efficient, and fair law enforcement and prosecution in major urban population centers outside of Kabul by operating training and mentoring programs for provincial investigative police officers and prosecutors.  The programs combine classroom teaching with mentoring efforts designed to ensure that students implement classroom lessons in their daily work. 

The distinctive feature of JSSP-R’s program is that each class includes 20 investigative police officers and 10 prosecutors.  By bringing prosecuters and police officers together in a single class, JSSP-R trainers ensure that each group is educated about the other’s procedures and methods.  Equally important, being together in a single class allows them to build professional relationships that will help to promote more effective police/prosecutor coordination.
